It is a waste of resources to try and do this on the NAS.  RADIUS client
code is INTENTIONALLY designed to be small and simple so that it can
be implemented in a small memory model.  The Server is designed to 
handle the complexity of things like caching, proxying, desctions, etc.
The protocol itself just doesn't have enough overhead to warrant a cache
on the client level.  We can auth from a memory cache at about 20ms
from RadiusNT on a decent machine.
