(ASCEND) Disconnects and Cause 47



	I'm hoping someone can help me with this one.  I just saw a user dial into
my 4048(56K) with ap20 and get immediately disconnected.  I had him dial in
 a few more times while I watched my radius in debug.  I saw that he was
getting a disconnect cause 47 (pppCloseNoNcpsOpened- LCP closed because no
NCP's were opened).  Does anyone know what causes this??  He using win 95
and a generic 14.4 modem.
